Care routes through facility tiers from community CHPS through clinics and hospitals to specialist centers. Candidates are ranked by clinical fit, capability, availability, language, trust, and travel—not distance alone. Offline district packs sync when connectivity returns. Telemedicine defaults to audio-first, then video when the link is stable, then asynchronous or callback paths when data is scarce.
